Special emphasis has been placed on minimizing intervention in the natural environment, organizing the road system to respect the morphology of the area. The guiding principles have been the conservation of the natural environment and low environmental impact.
Its main focus is a seaside town consisting of a center and an urban sub-center that provide the services and equipment on a project scale, offering urban spaces and necessary uses to meet the needs of permanent and temporary residents. A semi-urbanized sub-area is planned for the expansion of the urban area and a low-density zone with parcels of land with a minimum surface area of approximately 2,000 m2 and farms with a minimum surface area of 10,000 m2.
The project is clearly defined by three zones:
a) Forest zone: a consolidated area featuring pre-existing walkways and forest cover, currently home to the Los Moros estate, which includes lots with a minimum area of 2,000 m2 and a macro-parcel designated for hotels and condominiums.
b) Seaside village zone: area intended to house permanent and temporary residential uses, recreational, gastronomic and service activities, with equipment, services and infrastructure and a complementary area as a limited expansion of the urban zone, with lots with a minimum surface area of 600 m2.
c) Low-density extra-urban zone: composed of lots with a minimum surface area of 2,000 m2 and farms with a minimum surface area of 10,000 m2.
The following premises are highlighted in the formulation of the Urban Environmental Plan and the Zoning Code, appealing to and challenging individual and collective responsibility from the environmental agenda and democratic coexistence in a time that will surely be marked by climate change, environmental pollution and the depletion of non-renewable energy resources:a) Environmental sustainability of the proposal.
b) Conservation of natural heritage.
c) Promoting awareness of global warming and climate change. Control of carbon monoxide and carbon dioxide emissions.
d) Energy savings by encouraging the use of alternative energies (wind, solar, etc.).
e) Rational use of water resources throughout its cycle: collection, distribution, consumption, and disposal.
f) Promoting the principle of responsible ownership and the primary responsibility of the generator in waste disposal.
g) On-site separation of household waste with a disposal certificate.
h) Barrier-free spaces for people with different abilities.
i) Quality certification throughout the design, execution and management process.
j) Promoting intermediate instances of local management (neighborhood associations, environmental, cultural, and sports associations, etc.).
k) Prioritizing pedestrians, their aerobic activities, and alternative transportation: bike paths, equestrian trails, pedestrian pathways, spaces for rest, sports, recreation, and contemplation.
l) Regulation of motor vehicle transportation.
m) Provide the entire urbanization with internet connectivity.
n) Determine the basic criteria for coastal use and the preservation of the dune protection strip that guarantees its mobility and the replenishment of sand on the beaches.
ñ) Determine the criteria and areas for the establishment of dunes, afforestation and thinning.
o) Criteria to prevent forest fires.
p) Criteria for public lighting.
q) Criteria for accessibility to the sea using navigation means and for practicing water sports.
r) Criteria for determining signage and information boards.
